The county seat of Boyd County is Catlettsburg. The county was formed in 1860 from parts of Greenup, Carter, and Lawrence counties.

This library also houses the Minnie Winder Genealogy & Local History Room. This is the largest genealogical collection in the Tri-State and Eastern Kentucky. The collection also covers Pennsylvania, Virginia, West Virginia and North Carolina as these are the states from which settlers migrated.
